On 25th Nov, 2025, CERC issued a staff paper highlighting concerns related to connectivity granted to several applicants on the basis of Letters of Award (LoAs), where no Power Purchase Agreements (PPAs) have been executed and no progress has been observed in project development. At the same time, a large number of connectivity applications remain pending with the CTU, despite transmission connectivity being a scarce and critical resource. In this context, the staff paper has proposed various options for dealing with cases where there has been a delay of more than 12 months from the date of LoA in execution of the PPA, and has invited comments from stakeholders.
Based on the above, we have made a detailed submission in the document attached. The key broad suggestions are as follows:
- Strengthening data reporting and transparency for connectivity applications, apart from providing detailed analysis of current situation (for better decision making regarding existing connectivity issue).
- For existing connectivity with no progress, it will be better to revoke such connectivity and reallocate it afresh, taking into account solar and non-solar hour access.
- For future applicants, continue with the existing mechanism with the introduction of additional responsibilities and timelines.
