The Rajasthan Electricity Regulatory Commission has issued the Draft Demand Flexibility (DF) and Demand Side Management (DSM) Regulations, 2026 for public comments. The draft is timely, particularly for Rajasthan, where rising renewable penetration is creating operational challenges such as peak management and ramping requirements.
We welcome the introduction of Demand Flexibility Portfolio Obligation (DFPO) targets linked to peak demand, the provision for cost recovery through the MYT/ARR framework, and the requirement for dedicated DF/ DSM Cells within DISCOMs. These measures provide an important foundation for integrating renewables while improving system reliability and cost efficiency.
Our suggestions focus on strengthening implementation including clearer timelines for load research, defined roles for the DSM/DF Consultative Committee, dedicated funding for baseline studies, complementary energy efficiency targets, and stronger transparency and reporting provisions. These steps will help ensure that the Regulations translate into effective, evidence-based and consumer-beneficial outcomes.
