The Gujarat Electricity Regulatory Commission (GERC or Commission) published suo moto petition 2646 of 2026 on 24th April 2026, discussing computation and recovery of Fuel and Power Purchase Adjustment Surcharge (FPPAS) for the current financial year, FY 2026-27, and invited comments from stakeholders. The petition proposes relaxing the existing Regulations for computation and submission of FPPAS to a quarterly basis, and also considers rationalizing and reducing data submission from distribution companies (DISCOMs) in this regard. A similar suo moto petition on FPPAS was published and passed for the last financial year as well by the Commission.
Prayas (Energy Group)'s submission was aimed towards improving transparency, accountability and enhancing regulatory clarity, and included the following:
- Amending Regulation 115 of GERC MYT Regulations 2024 to make quarterly system applicable across the FY 25-29 control period instead of using its power to relax every year.
- Providing clarity on its current treatment of base FPPAS and adopting amendment of Regulation 115 towards this.
- Clearly stipulating the formats and data to be submitted by the DISCOM on a quarterly basis and that to be submitted on a half-yearly basis.
- Ensuring that all information related to FPPAS is published by the DISCOM on its website in line with extant regulations.
- Carrying out a study on FPPAS in the course of the current financial year, with the objective of understanding effectiveness of process and impact on consumers.
