The Telangana Electricity Regulatory Commission (TGERC or Commission) published the draft TGERC Multi Year Tariff First Amendment Regulation, 2026 on 15th May 2026, inviting comments from stakeholders. The Draft amendment proposes changes to the provisions related to Fuel Cost Adjustment (“FCA”) under the TGERC MYT Regulations, 2023.
Prayas (Energy Group)’s submission focused on strengthening transparency, accountability, and regulatory clarity in the FCA framework, and included the following recommendations:
- Strengthen transparency by ensuring that DISCOMs publish consumer category-wise FCA circulars on their website, and maintain FCA data archives.
- Ensure accountability in the computation and levy of FCA by mandating public consultations and detailed disclosure in matters regarding FCA.
- Promote implementation of FCA by introducing penalties or disallowances where DISCOMs fail to submit FCA-related data, adhere to timelines, or comply with procedural and disclosure requirements under the regulations.
- Improve power procurement planning, promote efficient fuel utilisation and reduce volatility in FCA charges by requiring Generating Companies to submit Fuel Utilisation Plans along with their MYT Petitions.
