The Tamil Nadu Electricity Regulation Commission (TNERC) has published the draft notification on the Multi Year Tariff (MYT) Regulations for the control period from 1st April 2027 to 31st March 2032. These draft regulations supersede the TNERC (Terms and Conditions for Determination of Tariff) Regulations, 2005 and TNERC (Terms and Conditions for Determination of Tariff for Intra-State Transmission / Distribution of Electricity under MYT Framework) Regulations, 2009 which were notified more than a decade ago. The draft incorporates several forward-looking frameworks such as new power procurement should be carried out via competitive bidding, and ensuring harmony between the MYT and resource adequacy frameworks. Taking account of these positive developments, Prayas (Energy Group)'s comments and submissions are in regards to the following –
- Strengthening of public consultations and transparency in the tariff determination process
- Need to carry out regulatory exercises to verify RPO/RCO compliance
- Annual publication of tariff and regulatory documents given the mid-term review framework
- Circle wise capital investment plan and O&M for the DISCOM
- Linking Return on Equity to performance of the DISCOM
- Pass-through of smart metering costs
- Public processes for resource adequacy and power procurement
- Reconciliation statements to account for deviation between forecasts in tariff and RA processes
- Tracking requisitioned capacity and sale of surplus power
- Implementation of Time-of-Day tariffs
- Transparent reporting and management of regulatory assets
- Improvements and addition of regulatory formats
