The Jawaharlal Nehru National Solar Mission (JNNSM) kick started the large MW scale solar power program in the country and was responsible for bringing down prices of solar PV electricity from Rs 18/kWh to Rs 7-8/kWh during phase -I of the JNNSM. Recently the GoI has published draft guidelines for Phase-II (2013-17) of the JNNSM. While on the whole it lays down a good framework, certain policy proposals, especially for large megawatt-scale solar power, could make it a case of ‘two steps forward one step back’.
