The Gokhale Institute Of Politics & Economics (GIPE), published a volume of essays on various aspects of Maharashtra's economy in April 2015 to commemorate S G Barve Centenary year. Prayas (Energy Group) contributed a chapter to this volume titled 'Review of Maharashtra Power Sector Policy and Regulation: Lessons, Challenges and Opportunities'.

The chapter, submitted in August 2014 presents broad review of the developments in the last two decades in Maharashtra’s power sector spanning from the era of independent power producers, inception of the regulatory commission to the introduction of competition in generation and distribution. The chapter focuses on post Electricity Act developments and the role of regulatory commission in shaping these decisions and the outcomes.
