This booklet was written for non-experts with the aim of explaining the discourse in the power sector and the suggested prescriptions for reforms. It gives an overview of policies and developments in the country and in Maharashtra. The formation of the state regulatory commission and the debate on unbundling / privatization of power utility form the background as well as subject of analysis in this booklet. The alternative diagnosis of the prevailing crisis in the sector and the prescription of democratization and public control are also discussed.
