Comments and Suggestions on determination of ARR and Tariff for FY 20, Annual Performance Review for FY 19 and True-up of FY 18 for Uttar Pradesh DISCOMs
DISCOMs in Uttar Pradesh filed petitions for true-up for FY 2017-18, annual performance review for FY 2018-19 and for determination of ARR and tariff for FY 2019-20 before the UPERC in July, 2019. Along with this, a draft discussion paper by UPERC on “Impact of UDAY on regulatory assets of state DISCOMs” was also published. Prayas (Energy Group)’s comments and suggestions in this regard focus on the following:
- Demand estimation and metering
- Infrequent and sharp tariff increase
- Estimation of operation and maintenance expenditure norms
- Supply and service quality issues with respect to metering, billing , supply interruptions and the need for network strengthening
- Assumptions regarding capitalization
- Issues and suggestions on subsidy payment, reporting and accountability
- Suggestions to improve cost-efficiency
- Suggestions towards managing growing losses of the DISCOM
In the submission PEG has also presented evidence on supply and service quality based on data gathered from devices installed in Uttar Pradesh under the Electricity Supply Monitoring Initiative. PEG also presented preliminary observations from its residential consumption survey of 1500 households in Uttar Pradesh in 2019.
