MERC has issued a public notice (Adv no. 40/2024) inviting comments on verifying RPO Compliance of OA and CPP consumers for FY 2014-15 to FY 2019-20. We welcome the public proceeding by the Commission to verify the RPO compliance for these obligated entities. Based on the data provided by the Commission, we have some comments and suggestions on the matter, which are detailed in the submission attached here and are listed below:

1. Avoid delay in RPO compliance verification process (especially for FY 2020-24)
2. Provide a consolidated list of OA and CPP consumers and some additional information
3. Need for levying appropriate penalties for poor RPO compliance by most of the obligated entities.
4. Need to improve data reporting by obligated entities and MEDA
