The CEA published draft guidelines on medium and long term demand forecasting by utilities and states, and sought comments on the same. In its comments on the draft guidelines, PEG highlighted the changing nature of electricity demand in particular and the electricity sector in general, and the need for sophisticated methods of estimating electricity demand. The comments suggested that demand estimation should adopt more sophisticated consumer category-wise bottom-up demand estimation at finer temporal and spatial granularity. In addition, such demand estimation should factor in aspects such as the effect of energy efficiency measures and consumer migration; and the estimates should be adopted after going through regulatory approval through a public participative process.
