GERC published draft Terms and Conditions for Green Open Access Regulations, 2023 for public comments in June 2023. The regulations are line with the Government of India's Promoting Renewable Energy Through Green Energy Open Access, Rules, 2022. 

We welcome the roll-out of green open access in Gujarat as it promotes competitive choice and will benefit enterprises in Gujarat. Our comments and suggestions focus on areas where is the need for clarity and a coordinated approach for smooth implementation and to protect the interest of DISCOM and its consumers by ensuring services provided by the DISCOM are adequately compensated for. Given the game-changing nature of the regulations, we also suggest that the Commission form a committee with representatives from DISCOMs, LDCs, STU and consumer, industry groups to formulate comprehensive draft amendments to the existing open access regulations to roll out green open access.
