Karnataka ERC is among the first state commissions to publish draft green open access regulations in line with the recently notified Green Open Access Rules of the Central government. Our comments and suggestions on the draft regulations towards providing a framework for green open access rollout in the state focus on the provision of clarity in framework, certainty in provisions and increased monitoring and tracking of critical trends as well as cost-reflective charges for DISCOMs.
