GERC published a 'Discussion Paper on Determination of Tariff for Procurement of Power by distribution Licensees and Others from Solar Energy Projects for the State of Gujarat' in Feb, 2020 and solicited public comments by 4th March, 2020.
In our submission, we note that moving to a framework of competitively discovered prices along with removing waivers and concessions for renewable energy based open access is a welcome move. We point towards possible issues in choosing between large and small scale projects for meeting the RPO obligation and request for clarity in the same. Finally, we stress the need to comprehensively implement Component A of KUSUM in Gujarat, considering the benefits of this approach in terms of cost savings for the DISCOM and thereby subsequent direct and cross subsidy saving for the state of Gujarat and other DISCOM consumers.
