The proposed amendment specifies a threshold limit for competitive bidding for Intra-State Transmission System projects in line with Para 5.3 of the National Tariff Policy, 2016. Our comments are suggestions focus on:

• setting the threshold limit at Rs. 100 crores, rather than the proposed Rs. 200 crores to cover a wider number of projects
• applicability of threshold limit even for projects submitted to the commission for in principal approval but for which approval is pending
• need for monitoring cost-plus and competitively bid projects for time and cost overruns
