UPERC published draft open access regulations on the 14th of June 2019 seeking public comments and suggestions. Many of the proposals take into account the changing realities in the state and the constraints of the licensees in the state. However, clarity on many of the provisions would help ensure there are less ambiguities and disputes going forward. Prayas Energy Group's comments in the matter cover a broad range of issues such as:

  • duration of open access and the need to restrict short-term open access
  • specification of information that can be reported by nodal agencies
  • clarity on several provisions specific to distribution open access
  • eligibility and operationalisation of captive consumers availing open access
  • mechanism for grievance redressal
