The Central Government had notified guidelines dated 19th January, 2005 for procurement of power by Distribution Licensees through competitive bidding. Under these guidelines, Standard Bidding Documents (SBDs) for Case-2/Ultra Mega Power Projects (UMPPs) and other location specific projects were issued in 2006 and were amended from time to time. Thereafter, the SBDs for Case-2/UMPPs were reviewed and the Model Bidding Documents (MBDs) for construction and operation of power generation projects/ UMPPs on Design, Build, Finance, Operate and Transfer (DBFOT) basis were issued on 20 Sept, 2013. Based on the new documents, bids for two UMPPs viz. Cheyyur & Odisha were invited. However, there was inadequate response to these bids.

To encourage larger participation from investors/developers in the bidding and to address the various issues related to the subject, the Ministry of Power constituted an Expert Committee under the Chairmanship of Shri Pratyush Sinha, to review the Standard/Model Bidding Documents for UMPP and other location specific projects under Case-2. The Committee invited various stakeholders for consultation and Prayas was also a part of this consultation. The submissions made before the committee by Prayas are attached below.
