Demand Side Management (DSM) is the most economic and efficient measure for load management. Since the first tariff order consumer representatives were demanding that MSEB undertakes aggressive DSM programs. Through various orders, MERC also directed MSEB to promote DSM. In spite of such directives, no concrete DSM program was undertaken by MSEB.  In a presentation, made at the time of one of the compliance monitoring hearings by MERC, Prayas proposed that MSEB must initiate a concrete DSM scheme and proposed a program for 10 MW Conservation Power Plant (CPP) based on CFLs. In response to this MSEB launched a program on similar lines in Nashik city and has since distributed nearly 3 lakh CFLs.
