The Bureau of Energy Efficiency (BEE) published draft procedures for accreditation of carbon verification agencies and compliance procedure for obligated entities for the proposed carbon markets, and sought comments on the same. PEG submitted its comments on both these documents focusing on the following

• Ensuring that the emission intensity reduction targets are ambitious yet achievable
• Ensuring that there is no conflict of interest between the verification agency and the entity being audited
• Minimising scope for any legal confusion and/or litigious contestation
• Clarifying definitions, procedures and responsibilities
• Enhancing transparency in the functioning of the proposed carbon markets
