The Energy Transition Preparedness Initiative (ETPI) is a multi-year, trans-sectoral initiative to understand state-level developments in the ongoing energy transition. This is a collaborative initiative by Prayas (Energy Group), Sustainable Futures Collaborative (SFC) and WRI India.
Many transition related developments will take place at the sub-national level in India, and state agencies will play a crucial role in shaping the contours and determine the pace of the transition. ETPI provides a framework to document and understand state-level plans as well as their alignment with national targets, priorities, actions and governance processes towards an energy transition. Through a periodic study across various themes, ETPI seeks to fill the knowledge gap by identifying state-level incentives, opportunities, innovations, and achievements and provide resources for cross-learning. It covers three sectors – electricity, buildings and transport; along with a set of cross-cutting indicators tracking inter-sectoral progress towards low-carbon development. ETPI tracks developments across ten states – Bihar, Delhi, Gujarat, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Rajasthan, Tamil Nadu and Uttar Pradesh.
The electricity report studied progress in the states, as per the ETPI framework, for FY 2020-21, highlighting good practices across states as well as areas that required further attention. The report is available here. Many substantial developments took place between FY 2020-21 and FY 2023-24, mainly due to the implementation of various policy frameworks at the central and state level, which have been captured in an update. The update covers recent developments on crucial issues as a supplement to the FY 2020-21 study. This update report can be downloaded here.
