Prayas Energy Group had organised a national conference on ‘Regulation and Electricity Service to the Poor’ on August 7-8, 2009 at New Delhi. The conference aimed to bring out the potential and limitations of the regulatory process to address issues of the poor. It also tried to elaborate on what the sector actors (utility, regulators, state, and CSO) are doing and can do in the long term interest of the poor. This conference provided a unique opportunity, where senior reflective practitioners from different areas of specialisation and different parts of the country participated and exchanged views. This publication captures the key aspects of the Conference.
